The present discussions are in continuation of the
preliminary ones which took place in Beirut on the 11
November 1972 bet-ween the 3 interested parties and
during which it was agreed to establish a submari-ne ca-
ble link of 480 channels 4 KHZ between Beirut, Lebanon
and Larnaca, Cyprus.
1. During the present meeting the following were
discussed and agreed:
1.1. to impresss need for the soeeding of the necessary
formalities, sp that the construction and operation of
the submarine cable link Beirut-Larnaca coordinated with
the operation of the submarine links Crete-Larnaka and
1.2. The ownership of the cable and the participation in
the relative expenses for procurement and construction
of it are as under:

1.3. From the study made by the Lebanese administration
it is found that the Lebanese will require the passing
beyond Cyprus of at least 156 channels for the satisfac-
tion of the telecommunication requirements of Lebanon
with greece and beyond and with France and beyond.
with the provise that an agreement will be reached on
the ratio between the channels that will be routed each
time on the cable Greece-France and on other internatio-
nal routes of Greece:
a. Cyta ond OTE undertake to sell on IRU basis the
necessary half-circuits to from 72 circuits Lebanon-
France (and beyond) in the cables Lebanon-Cyprus,
Cyprus-Crete and Crete-France.
Regarding the supply of the IRU'S on the half circuits
in the cable Crete-France it is stated that HELITLICA
agree to it.
b. Cyta undertakes to sell on IRU basis in the cable
Cyprus-Crete the necessary half circuits to form 36
circuits for the greece-Lebanon terminal traffic
c. Cyta, OTE and the Lebanon administration undertake to
sell on IRU basis in the cables Cyprus-Lebanon and
Cyprus-Lebanon and Cyprus-Crete the nacessary half
circuts to form 36 circuits for the traffic of Lebanon
beyond Greece and the traffic of Greece beyond Lebanon.
OTE agree that this number is increased to 48. Cyta will
favourably examine the posibility of this increase.
d. It is unanimously agreed that each of the three
interested parties will do its utmost to use the teleco-
mmunication facilities of the othe two for its
telcommunication traffic requirements.
1.4. It is agreed that the procurement and construction
of this submarine link is undertaken by direct
negotiations with the French Company CGE, with the
provice that the Board of Directors of Cyta agree to it,
and also the proviso that the financial terms are better
than those secured for the submarine links Greece-Cyprus
In case of disagreement on the above it is agreed that
international tenders will be called, based on
specifications that will not exclude any of the
submarine cable manufacturers.
The tender will be awarded by the three interested
parties by na unanimously decision.
1.5. The representatives of Greece and Lebanon agree
that temporarily and until the finalisation of the link
Cyprus-Lebanon they untilise circuits via satelite or
via the Italy-egypt-Lebanon cables for semi-automatic
operation provided favourable terms are secured from the
Egyptian administration. The Lebanese delegation
promised to take the nescessary steps with the Egyptinn
It is agreed that the fully automatic service between
the two countries will start via the submarine cable as
soon as this is put into operation.
It has agreed by both parties that R2 signalling will be
used for the fully automatic service.
2. It is agreed that decision for binding the interested
parties are taken unanimously.
3. It is agreed that every effort should be made so that
the present agreement is approved by all parties and be
put in force not later than the end for April 1973.
It is agreed that within 20 days from the approval of
this agreement the interested parties hold a meeting in
Nicosia, Cyprus for the finilization of the Construction
and Maintenance agreement.
4. Thus done and executed in Athens, one the 27th January
1973 in three copies in English.
